The `KEYBOARD_SHARED_EP=yes` option was breaking the VIA support,
because the raw HID interface number in this case was 0 instead of 1,
and the VIA app depends on the exact interface number for raw HID.
Change the interface ordering to put the shared interface before the raw
HID interface if `KEYBOARD_SHARED_EP` is enabled, so that the raw HID
interface can keep its number.

There are some patches provided by @a-chol incorporated on this commit,
and also some changes I made to the HID Report structure.
The most interesting is the one dealing with number of buttons: Linux
doesn't seem to care, but Windows requires the HID structure to be byte
aligned (that's in the spec). So if one declares 8/16/32... buttons they
should not have any issues, but this is what happens when you have 9
buttons:

So for that I added a conditonal that will add a number of reports with
size 1 to make sure it aligns to the next multiple of 8. Those reports
send dummy inputs that don't do anything aside from aligning the data.
Tested on Linux, Windows 10 and Street Fighter (where the joystick is
recognized as direct-input)

* Re-fix the dual-bank bootloader stuff.
* Use wait_ms() instead of using nop's for a delay, as ChibiOS is actually running at the time of bootloader jump.
Mousekey scrolling should have a separate repeat variable
to keep track of scrolling acceleration, instead of being
tied to mouse movement scolling in mousekeys. The send function
should record when the last movement was made since this is
when movement is actually sent. Doing this fixes the bug where
the initial press of a mousekey scroll button causes a double scroll.

Process mouse movement in the keymap before it is sent to the host. Example uses
include filtering noise, adding acceleration, and automatically activating a
layer. To use, define the following function in your keymap:
void ps2_mouse_moved_user(report_mouse_t *mouse_report);
With this change, when ps2_mouse is disabled, mousekeys works as usual. With
ps2_mouse enabled, mousekeys button state is shared with ps2_mouse for clicking,
dragging, and scrolling, mousekeys clicks are produced by ps2_mouse only, and
mouskeys button state is transferred to mousekeys without generating clicks to
enable mousekeys dragging.

This commits add the SH_OS keycode, which works similarly to one shot
layers:
* while pressed, the keyboard is swapped
* if no keys were pressed while it was pressed, the next key press is
swapped
SH_OS also supports chaining with one shot layers:
OSL(x) + SH_OS + key interprets the key press on the oneshot layer.
The ONESHOT_TIMEOUT setting used by one shot keys and layers is also
used by oneshot swap hands. In the above chaining scenario the timeout
of the oneshot layer is reset when swap hands is activated.

* tmk_core/common: Fixing TIMER_DIFF macro to calculate difference correctly after the timer wraps.
Let's go through an example, using the following macro:
If the first timer read is 0xe4 and the second one is 0x32, the timer wrapped.
If the timer would have had more bits, it's new value would have been 0x132,
and the correct difference in time is 0x132 - 0xe4 = 0x4e
old code TIMER_DIFF_8(0x32, 0xe4) = 0xff - 0xe4 + 0x32 = 0x4d, which is wrong.
new code TIMER_DIFF_8(0x32, 0xe4) = 0xff + 1 - 0xe4 + 0x32 = 0x4e, which is correct.
This also gives a chance for a smart compiler to optimize the code using normal
integer overflow.
For example on AVR, the following C code:

When two keys that use the same keycode, but different modifiers were
pressed at the same time, the second keypress wasn't registered. This is
fixed by forcing a key release when we detect a new press for the same

battery level for the Adafruit feather BLE controller reads the
regulated voltage, not the raw voltage coming from the battery. To do

Long story short, in avr-gcc pre-8.2, reset_key was assigned to a memory area that was in a normal range, but when 8.2 came out, that memory got moved to an out of range area, causing errors like 0x800293 out of range. Apparently, this was fixed up in avr-gcc, but we haven't seen a release with the fix yet (we expected it in 8.3, but that didn't happen for some reason).
What this commit does is move the reset_key back to the original memory location it was in before.
When waking from suspend, only enable the LED drivers if they were not previously set to disabled by the user. This functionality was removed by the recent updates to adapt Massdrop keyboards to QMK RGB Matrix. Affects Massdrop CTRL and ALT keyboards compiled using Massdrop Configurator mode.
Assuming I understand this correctly, this should set the max scancode to E7 (RGUI), which is the last listed code in the main list (everything else use for internal QMK/TMK stuff).

Microsecond (us) delays are now handled by a busy wait loop according to MCU frequency. This replaces the system counter method which had an overhead of around 12us.

This reduces the number of USB endpoints required, which frees them up
for other things.
NKRO and EXTRAKEY always use the shared endpoint.
By default, MOUSEKEY also uses it. This means it won't work as a Boot
Procotol mouse in some BIOSes, etc. If you really think your
keyboard needs to work as a mouse in your BIOS, set
MOUSE_SHARED_EP = no in your rules.mk.
By default, the core keyboard does not use the shared endpoint, as not
all BIOSes are standards compliant and that's one place you don't want
to find out your keyboard doesn't work.. If you are really confident,
you can set KEYBOARD_SHARED_EP = yes to use the shared endpoint here
too.

Update sync between IS31FL3733 drivers is causing varying behavior in keyboards including brightness mismatch and slight flicker at very low rgb values. Visually, disabling sync is not noticeable. Ref PR #3871 by guarnacciaa.
Appearenly, teensy controllers have some issues with waking up. If the rgblight is called "too soon", it will cause the controller to lock up, intermittently. Adding a 10 ms
delay seems to fix this issue, as it lets it have enough time to handle things properly.
This has been tested extensively on my Ergodox EZ, and can be seen in the @drashna userspace, under the "suspend_wakeup_init_user" function.
Added support to enter bootloader from software (bootloader version must be newer than "v2.18Jun 22 2018 17:28:08" until workaround for older is created).
Updated CTRL and ALT keymaps for entering bootloader with Fn+b held for >500ms.
Added basic MacOS keymap for ALT.
USB sleep LED indicator now turns off after 1 second.
Slowed down debug LED code printing.
- Added support for NO_USB_STARTUP_CHECK. This allows the keyboard do function and not get stuck in a SUSPENDED state loop in case of no USB connection.

Many a times one would want to use multiple modifiers with the same key,
preferably without having to hold anything, like `Ctrl+Shift+C` or
`Ctrl+Shift+V` to copy/paste in GNOME Terminal. To make this possible, we need
to be able to chain one-shot modifiers, so that we can have multiple of them
active at the same time.
The easiest way to accomplish this is that whenever we activate a one-shot
modifier, we apply it on top of the existing set, instead of re-setting the
state. When deactivating, either due to an interrupt, or due to a timeout, we
deactivate all oneshots anyway, so the clearing part is covered. When we turn
the one-shot modifier into a toggle, that will also clear all one-shot modifiers
first, so we covered that case too.

This is particularly relevant for, e.g., the ergodox EZ and
other keyboards with slow scan rates. Without changing the API or
behavior of individual process_record() calls, we allow a
configuration flag to make multiple calls in a single scan.
This will probably have miniscule effects on non-steno users,
and it's not enabled by default for any keyboards. Added note
about it to ergodox README.
